This means that an espresso tamper with a 51mm outer diameter can be pressed into a filter basket with a 51mm inner diameter to a certain depth, but it cannot be fully pressed to the bottom of the basket, as the inner diameter of the lower 51mm filter basket is usually smaller than 49mm.
